- The candidate is required to be a permanent resident of India.
- The households in villages that do not have toilets and have not received any other government assistance for toilet Contraction are eligible.
- This includes households head by women, small and marginal farmers, landless laborers with homesteads, households with physically disabled people, and SCs (schedules caste) and STs (scheduled Tribes).
